My first thought was, "A blue Tails with a hat and glasses.". Disregarding the technique, which is rough, this character lacks any sort of originality. I would try adding or subtracting some features to make it appear DIFFERENT from Tails, as opposed to to being a simple recolor. Now, regarding the technique, it could use a LOT of work. Firstly, you need to draw based on shapes, ESPECIALLY with characters like these. I would recommend you not draw these characters at all until you get a basic grasp of anatomy, lest you risk stunting yourself as an artist.

The best possible thing you can do for yourself is to study anatomy and draw from life. Also, you need to ditch the mouse for now and draw on paper or use a tablet. The lines on this are extremely choppy, and using a mouse is certainly a part of what's to blame for that.

Now, the colors. That blue is particularly saturated, and quite a bit obtrusive to the eyes. It could definitely do with a bit of desaturation, if not a moderate amount. Also, I understand that you're a new artist, but you should perhaps experiment with some shading (ON PAPER!) to get a grip on making objects appear 3-dimensional, because this comes off as very flat.

Stop worrying about style right now and try to learn some basic technique, as style is simply the artist's take on reality. It is ESSENTIAL to understand reality before you try to stylize it.
